The Emergency Financial - General program is designed as the fund of last resort to help people living with HIV/AIDS pay for unexpected emergencies and prescription medication. “Last resort” means there is no other alternative method of obtaining what is needed. The fund should not be accessed because it is more convenient, it must be the only remedy available.
ANNUAL LIMIT If monthly income is less than $1,354; annual limit is $400 If monthly income is $1,355 - $3,610; annual limit is $250
ELIGIBILITY If client eligibility has not been previously established in the County Database by an agency in the CARE system, a client must provide documentation of the following to the Fund Manager:
HIV/AIDS diagnosis Marin County residency Monthly income is less than $3,610
APPLICATON PROCESS Fax all request forms to the Fund Manager at 457-5687. All requests must have a bill attached. All requests must have some explanation and proof of the emergency that caused the need to request the fund. Checks will be mailed to the vendor. Fund payments will only be made to vendors or providers of service or goods.
EMERGENCY EXPENSES: (utility payments can only be accessed 3 times a year)

In most cases only basic services will be covered for one month. If there is a large PG&E or phone bill that is in arrears, up to 2 months of service may be covered at one time.
RESTRICTIONS The Direct Emergency Assistance program will not pay for the following as expenses:
Internet service Rent, Deposit or Mortgage Anything related to an automobile Cell phones (unless it is the only phone service) Premium cable service Legal fees (bail, fines or court costs) Clothing Household items Personal loans Credit cards or other revolving debt Vitamins, herbs, alternative treatments Burials or cremations
At no time will the program make reimbursements to the client, a family member or friend. Payments will only be made to a vendor.
